The Foundation for California Community Colleges announces launch of Vehicle Repair, Retirement and Replacement for Motorists program or "VRRRM"
High-Emitter Vehicle Retirement and Replacement Incentive Program
Consumer Eligibility Guidelines
Funding for the VRRRM program was made possible by a grant from the Reformulated
Gasoline Settlement Fund created as a result of an antitrust class action with
the purpose of achieving clean air or fuel efficiency benefit for California
consumers.
In order to participate in the VRRRM program the consumer must be a member of
the class. Class members are consumers who purchased gasoline in California
between 1995 and August 11, 2005 during the months of April through October.
Consumers who wish to retire their high-emitting vehicle without replacing it
should visit the Department of Consumer Affairs Bureau of Automotive Repair
(BAR) website at www.autorepair.ca.gov to determine eligibility to retire their
vehicle through BAR's Consumer Assistance Program.
Consumer should visit www.VRRRM.org to complete and sign a Consumer Application
providing vehicle information and verifying that the consumer meets applicable
eligibility guidelines prior to applying for this program.
Consumer must submit a Consumer Application for review and approval and receive
an Approval Notice and be assigned a Validation Code, Offer Expiration Date and
Approved Incentive amount that will be accessible online by eligible Dealerships
and Dismantlers.
The following incentives are offered through the High-Emitter Vehicle Retirement
and Replacement Incentive Program:
Base Retirement Incentive: $1,000
Base Replacement Incentive: $2,000

Low-Income Retirement Incentive: $1,500
Low-Income Replacement Incentive: $2,500

Total Low-Income Incentives: $4,000
Consumer must retire their high-emitting vehicle by transferring title to an
Eligible Dealership or Dismantler and provide proof of ownership and photo
identification.
If consumer chooses to retire only, Retirement Incentives are paid to the
consumer through the Eligible Dismantler who retires the vehicle.
If a consumer chooses to retire and replace, Retirement and Replacement
Incentives are paid to the consumer through the Eligible Dealer as a reduction
to the fair-trade negotiated sales price of an eligible Replacement Vehicle. The
sales contract for the purchase of the eligible Replacement Vehicle must clearly
note the Incentives as a form of payment toward the fair-trade negotiated sales
price.
Consumer must meet the following Income Eligibility Guidelines in order to be
eligible for the Low-Income Retirement and Replacement Incentives:

Required Documentation
One of the following documents is required to be presented to an Eligible Dealer
or Dismantler in order to verify income eligibility:
A copy of Federal (1040 Form) or State (540 Form) Income Tax Form from the most
recent year.
A copy of a paycheck stub reflecting year-to-date earnings, hours worked, and
hourly wage.
A letter from the issuing agency stating that you receive one of these benefits:
• Supplemental Security Income (SSI)
• Temporary Assistance for Needy Families (TANF)
• State Supplemental Payments (SSP)
• California Work Opportunity and Responsibility to Kids (CalWORKS)
• General Assistance (GA) or General Relief (GR)
• Publicly subsidized medical coverage (Medi-Cal)
A copy of one of the following income verification documents:
• An unemployment, veterans benefits, or disability check issued to you within
the past 60 days
• A bank statement issued to you within the past 60 days reflecting a deposit of
Social Security or Public Assistance funds
Consumer Definitions
Consumer may be:
• an individual or
• a small business as defined by the U.S. Small Business Administration.
Consumer must own a vehicle that is:
• currently registered in California, or
• registered with California DMV as Planned Non Operational (PNO), or
• delinquent in the California registration renewal process and not in the
process of registering in California for the first time
Vehicle Requirements
The consumer's retirement vehicle may be registered anywhere in California;
however, the Program will only be available through eligible automobile dealers
and dismantlers located in the South Coast Air Basin – all of Orange County and
the urban portions of Los Angeles, Riverside, and San Bernardino counties.
Retirement vehicle must have continuous six month registration to the same owner
in California.
Retirement vehicle must be gasoline or diesel powered and light- or medium-duty
with a gross vehicle weight rating (GVWR) of up to 10,000 pounds.
Retirement vehicle must:
• be able to drive forward a distance of at least 10 yards under its own power
unaffected by damage to the vehicle's body, steering or suspension, and
• be able to start readily through ordinary means without the use of starting
fluids or booster batteries, and
• have operational interior pedals, doors, hood lid, dashboard, windshield,
exhaust system, and driver's seat, and at least one side window glass, bumper,
headlight, taillight, brake light, and
• have all side and/or quarter panels.
Retirement vehicle must undergo a smog check inspection, fail the emissions
portion of a smog test, and meet certain high-emissions standards. Required smog
check inspection must be conducted by an Eligible Dealer, if properly certified,
or by an Eligible Gold Shield Station.
Retirement vehicles owned by federal, state, or local agencies are not eligible.
Specially Constructed Vehicles (SPCNs) are not eligible.
Replacement Vehicle must be:
• four (4) model years or newer, or eight (8) model years or newer if you meet
Income Eligibility Guidelines, and
• meet the following minimum fuel economy ratings:
